Six teams qualify. Each group winner in round robin play qualifies while the second place teams advance to a two-leg playoff. Winners of the two leg playoffs matching Russia with Finland and Germany with Ukraine also will qualify for the World Cup. Note (†) indicates team advanced to playoff.
